The market

Financing a deal in El Paso

El Paso is the most affordable big city in Texas and a market almost nobody outside it understands, which is the opportunity. The stock is stucco and brick, a lot of it flat-roofed, built on desert soil across a valley that floods when the monsoon hits. Fort Bliss, UTEP and the medical center keep buyers and renters arriving, and a large share of finished houses sell to a soldier with a VA loan. Flips here are the Central and Northeast ranches from the 1950s and 60s and the Lower Valley single-stories, bought cheap and finished for that buyer.

Two things decide an El Paso flip that do not exist in Houston or Dallas: the roof and the cooler. A flat roof with parapets drains through scuppers, and an inch of monsoon rain in half an hour finds every bad seam, so the roof membrane is inspected on every file and usually replaced. Most older houses were cooled by evaporative coolers, and a conversion to refrigerated air with new ducts is the single upgrade El Paso buyers pay for. Underneath, the desert soil is collapsible rather than expansive, which means it drops when water reaches it for the first time; grading and drainage matter more than piers. Budget those three and the rest of the rehab is normal.

How an El Paso file actually gets priced

El Paso ARVs are set inside tight pockets because the city’s price lines are sharp: 79912 on the west side runs nearly double 79905 in the Lower Valley, and Kern Place carries a premium over Central a mile away. We comp inside the same side of the mountain and the same ZIP, we use closed sales from the last 90 days, and on a pre-1978 house we assume the VA appraiser will flag peeling paint, roof condition and the HVAC, because those are the three items that stall El Paso closings. Northeast houses near the Cassidy gate turn fast and comp cleanly; Central takes longer and needs more care on the number.

Flood is the El Paso surprise. The 2006 storms put three to ten inches on the city and caused hundreds of millions in damage, and runoff still comes off the mountains through the arroyos and down the streets into the neighborhoods below. The city has been building ponds and pulling homes out of flood zones since, but check the address against the current map and look at how the lot drains. Nine local historic districts, including Sunset Heights, Manhattan Heights and Magoffin, review re-roofing, windows and paint on the exterior through the historic preservation office; interior work is not reviewed. Permits run through the city’s Accela portal with a registered, bonded contractor.

A finished El Paso house exits to a VA buyer more often than in any other Texas city we lend in. Fort Bliss is one of the largest employers in the region and soldiers buy with zero down, so the finish has to clear a VA appraisal on the first pass: sound roof, working refrigerated air, no peeling paint on older stock. Those houses in the Northeast and on the East Side move quickly. New construction on the far east and northeast is priced in the same range as a finished flip and builders are selling close to ask, so a resale flip out there has to win on location or price. Central and the Lower Valley exit slower and often as rentals, and the rental math holds up because the entry price is low.

You pay for each phase, request a draw, an inspector verifies the work, and the lender reimburses. That means you need working capital to float the first phase, which is the single most common thing new investors miss on their first deal.

One El Paso program has no credit floor at all, it is priced on speed rather than credit. The best pricing needs 700 or higher, and it improves again at 740. Credit matters less here than on a conventional loan because the deal carries the file, but it moves your rate and your leverage, so know where you stand before you make offers.
Can I refinance an El Paso flip into a rental loan?
Yes. That is the BRRRR exit, and it is the most common way an El Paso flip becomes a hold. A DSCR loan qualifies on the property’s rental income rather than your W-2, so once the rehab is done and it is leased, you refinance out of the short-term hard money loan into 30-year financing. Worth deciding before you start, because it changes what finish level makes sense.
Do you fund flips on flat-roof or swamp-cooler houses in El Paso?
Yes, they are most of the older stock here. The roof membrane and the cooler are the two lines the appraiser and the buyer’s inspector focus on, so the rehab budget almost always carries a new roof or a re-coat and a conversion to refrigerated air with new ducts. We would rather see those in the scope up front than find them as an inspection condition at the exit.
