Tampa changed after Helene and Milton hit back to back in the fall of 2024. South Tampa and the low streets near the bay took water, a lot of those houses are still being sorted out, and buyers now ask about flood history before they ask about the kitchen. The steadier flip pockets sit inland and a little higher: Seminole Heights, Sulphur Springs, East Tampa and the older parts of West Tampa, where 1920s bungalows and 1950s block homes sit on small lots close to downtown.

How a Tampa file actually gets priced
The Tampa comp pool is messy right now. Storm-damaged houses sold as-is, lots sold for teardowns, and fully rebuilt homes all sit in the same sales data, and an appraiser who blends them lands in the wrong place. We strip out the distressed and teardown sales and set the after repair value on finished, non-storm sales from the same neighborhood. Inside Seminole Heights, north of Hillsborough Avenue trades differently from the historic core near the river, so we keep comps on the right side of that line.
After the 2024 storms, Hillsborough County and the City of Tampa have been strict about the FEMA 50% rule. If a house in a flood zone needs repairs or improvements costing half or more of its market value, the whole structure has to meet current flood code, which usually means elevating it or tearing it down. Get the numbers on that before you buy anything storm-hit. Inside the Seminole Heights historic district, exterior changes go through architectural review first. And on 1950s and 1960s block houses, check the wiring and cast iron drains, both common failures.

Tampa buyers are paying close attention to insurance, so a newer roof, impact windows and a wind mitigation report showing the discounts help your price as much as a new kitchen does.
