Jacksonville covers more ground than any city in the lower 48, because the city and Duval County merged back in 1968. So a "Jacksonville" deal can be a 1920s frame bungalow near the river or a block ranch out past I-295, and they don’t trade alike. For a flipper, the draw is the entry price: it’s well under Tampa or Orlando, and the houses that work are the 1940s to 1970s stock on the Westside, in Arlington and around Murray Hill.

Here the call is really about which buyer you’re building for. Murray Hill and the streets near Riverside pull buyers who’ll pay for character and a walkable coffee shop. Arlington’s ranches go to first-time buyers and Navy families out of NAS Jacksonville and Mayport. On the Northwest side the finished house often ends up with a landlord. Duval appraisers cover a huge territory, and it’s easy for them to grab a sale on the far side of a creek or a drainage canal that locals know splits two very different streets. We tie the after repair value (the price the finished house should sell for) to closed sales inside the same subdivision from the last few months. On anything built before about 1980 we also plan for a four-point inspection and a wind mitigation report, because Florida carriers ask for both, and what they show sets your builder’s risk policy and your buyer’s premium.

Water is the Jacksonville question. The St. Johns River and the creeks that feed it, the Ortega, Cedar River, Trout River and Pottsburg, all carry flood zones, and Hurricane Irma pushed river water into streets that had never flooded. Inside a mapped flood zone the city applies the substantial improvement rule: if your rehab costs half or more of the building’s value, the whole house has to meet current flood rules, which can mean raising it. Know that number before you write the scope. Roof age is the other one. Carriers here look hard at older shingle roofs, so budget one unless the current roof is young.
